UK adds 90 to Russia sanctions list including major oil companies
The UK has designated 5 people and 35 companies on its Russia sanctions list – press release. The UK also specified 51 ships, which means they are prohibited from accessing UK ports and may have their registration on the UK Ship Register revoked. The UK issued 2 new GLs and updated 2 other GLs in relation to the new designations. The UK Foreign Secretary made a statement to Parliament confirming the sanctions in which she said the UK now imposes sanctions on more than 2,900 people, entities and ships under the Russia sanctions regime.
Designations
The individuals designated today are:
- Maxim Viktorovich Ageev;
- Narmina Dadashova, a Singaporean national;
- Dmitriy Alekseevich Dmitriev;
- Vladislav Gromov, a New Zealand national; and
- Maxim Nikolaevich Krasnov.
They were designated due to their alleged ownership of companies which are said to contribute to provide financial services that contribute to destabilising Ukraine.
The companies designated include:
- Lukoil and Rosneft Oil Companies, Russia’s two largest oil producers;
- Nayara Energy Limited, an Indo-Russian oil refinery sanctioned in the EU’s 18th Russia Sanctions Package;
- Alt Capital PTE Ltd, a Singaporean company owned by Narmina Dadashova;
- 5 companies with registered addresses in the UAE;
- 10 Chinese companies operating in the electronics and petrochemical sectors; and
- 1 company in Thailand and 1 in Türkiye.
Specifications
The UK specified 51 ships under regulation 57F of the Russia (Sanctions) (EU Exit) Regulations 2019. The details of these ships, all of which are said to be linked to the Russian “Shadow Fleet” – ships that use illicit practices to evade sanctions on Russian oil – are available on the UK sanctions list.
Licenses
The UK published 2 new General Licenses and amended 2 others following these designations:
- GL INT/2025/7538856 “Energy Entities Wind-Down General Licence” was published. It permits wind-down and divestment transactions with Nayara Energy and newly-sanctioned Chinese petrochemical companies until 13 November – publication notice;
- GL INT/2025/7539056 “Russian Oil Majors Wind Down” was published. It allows wind-down and divestment transactions with Lukoil, Rosneft, and their subsidiaries until 28 November – publication notice;
- GL INT/2025/5635700 “Russian Oil Exempt Projects” was amended. In addition to its previous provisions, it now allows transactions with Lukoil and Rosneft to continue in relation to 6 specified oil projects until October 2027 – publication notice;
- GL INT/2025/5886860 “Petrol station payments for UK nationals in Kyrgyzstan and Tajikistan” was amended. In addition to its previous provisions, it now allows UK nationals to purchase petrol from Lukoil and Rosneft petrol stations in Kyrgyzstan and Tajikistan and permits Lukoil, Rosneft and UK businesses to “undertake any activity reasonably necessary to effect the purchase of petrol” in those countries – publication notice.
Users of all these licences, except the petrol station payments GL, are subject to record-keeping requirements.
