US adds 2 people to terrorism sanctions list and removes 4 from Balkans list

The US has designated Dimitri Herard and Kempes Sanon under EO 13224, the US’ counterterrorism sanctions list – press release. Both Herard and Sanon are said to be linked to Viv Ansanm, a Haitian gang designated by the US as a Specially Designated Global Terrorist and Foreign Terrorist Organisation in May 2025. Mr Herard is a former police officer who is said to be linked to the assassination of former Haitian president, Jovenel Moïse. Mr Sanon is said to be leader of the Bel Air gang, a constituent gang within Viv Ansanm. They have both been designated for assisting and supporting Viv Ansanm.

4 people have been delisted from the US’ Balkans sanctions regime, EO 14033. They are:

  • Jelena Pajic Baštinac, Secretary General for the President of the Republika Srpska, designated by the US in March 2024 for allegedly breaching the Dayton Peace Agreement.
  • Danijel Dragicevic, Goran Rakovic and Dijana Milankovic who were designated by the US in January 2025 for allegedly breaching the Dayton Peace Agreement.
